Zhenhai Port Emergency Command & Dispatch System, Ningbo

The Zhenhai Port Area of Ningbo-Zhoushan Port is situated at the mouth of the Yongjiang River, northeast of Zhaobaoshan Subdistrict in Zhenhai District, Ningbo City. From west to east it stretches from the signal mast of the Houhaitang Port Supervision to the Greater and Lesser Youshan mountains, all reclaimed from shoals or tidal flats, forming a long, narrow layout that covers 4.9 million m² and offers 3,683 m of usable shoreline. Located 22 km from Sanjiangkou in downtown Ningbo, its geographic coordinates are 29° 58' 35.1798" N, 121° 44' 23.8554" E. It is a multifunctional, comprehensive port handling coal, bulk cargo, general cargo, liquid chemicals, and international containers.
 
The port must frequently contact personnel at various locations—whether to handle emergencies or to control operations—so it requires a high-quality internal-communication system that can withstand extremely harsh environments. Our port command-and-dispatch system integrates voice, video, and data scheduling, enabling unified command and coordination across units and departments for rapid response, unified emergency action, and effective handling of sudden safety incidents. It meets the construction needs of emergency-response center platforms for chemical (industrial) enterprises at national, provincial, municipal, and county levels. In “peacetime” it supports routine emergency management (allowing the Safety Supervision Bureau command center to dispatch voice, video, and orders to subordinate enterprises and units) and in “wartime” it fulfills the requirements of emergency rescue operations.

Deploy the Kenen IP Converged Dispatch System in the server room. The system can be installed on physical hardware servers or cloud servers, connected to the local LAN via external lines, and uses carrier-grade digital trunks accessed through an E1 gateway. This enables seamless interworking between public telephones, mobile phones, and the converged dispatch system, allowing outbound calls to be made within the dispatch platform for broadcasting or notification purposes. Compared with analog voice gateways (telephony gateways), digital trunk gateways provide faster call-setup speeds and greater stability. 

Dispatch consoles can be deployed in the dispatch center and offices, or PC-based client software can be installed. The unified command-and-dispatch console is an integrated platform that combines operation, control, command, and order issuance. It supports all-in-one touchscreen consoles, PCs, and integrated dispatch consoles. The platform delivers voice and video dispatch functions, along with unified control, management, and display of third-party business data. A graphical human-machine interface allows users to switch between different screens via touch or click operations, and supports graded dispatching capabilities.

Basic Communications

Through various communication gateways, telephones, traditional radios (HF, VHF, UHF), and other public-network trunked systems can all be converged. For example, an analog voice gateway enables the platform to inherit every feature of a legacy IP-PBX and programmable telephone system.

Broadcast-System Integration

By means of appropriate gateways, conventional public-address systems are merged into the platform, inheriting all PA functions—zone broadcasting, scheduled broadcasting, background music—and allowing connection to mixing consoles, conference systems, or central-control systems.

Intercom-System Integration

Via dedicated gateways, different radio protocols are unified, creating seamless intercom coverage. IP dispatch telephones can directly initiate calls or broadcasts to any connected radio system.
