Tianfu Art Park Emergency Command & Dispatch System

Tianfu Art Park is located on the northwest Third Ring Road of Chengdu, covering more than 3,000 mu (≈2 million m²). It centers on “Three Lakes and Three Museums”: Yinggui Lake, Hehua Lake, and Fangfei Lake, together with the Tianfu Art Museum, the Contemporary Art Museum & Library, and the Sichuan Opera Museum. In recent years, as tourism has grown rapidly, the scenic area has expanded and now comprises more than ten departments—security, sanitation, engineering, parking, ticketing, emergency command, etc.—making an advanced emergency-communications system essential. The park therefore needs a converged system that supports large user capacity, conserves frequency resources, offers rich features, and allows flexible grouping.

Design Objectives

Based on the park’s communications requirements, we propose building a new system dedicated to daily command and dispatch, routine operations, security, and emergency response. The system must meet the following goals:
Beyond basic features such as individual call, group call, voice/video, conferencing, and broadcasting, the new system must provide back-end dispatch, management, and recording functions. In daily use it should not only support routine calls but also enable centralized management and logging from the back end, enhancing overall intelligence.

System Functions

After deployment, the system will provide the following key capabilities:
  1. Basic Communications:Intra-system audio/video calls, audio/video conferences, command issuance, and location-based dispatch.
  2. Targeted Public Address (PA):Dispatch consoles and handheld terminals can trigger PA zones and deliver live voice announcements.
  3. Multi-Terminal Video Monitoring & Control:Dispatch consoles, handhelds, and video-conferencing terminals can retrieve and remotely control surveillance feeds.
  4. Intercom Convergence:Seamless voice interoperability among dispatch consoles, mobile devices, PDT trunked radios, and other analog/digital radio systems.
  5. Conference Convergence:Unified communications during conferences: systems with video capability join via video, those without join via audio, ensuring every participant can speak and listen.
  6. Dynamic Member Status:Real-time display of each member’s call status, online/offline state, and location within the system.
  7. Emergency Plans:Create multiple emergency-response procedures that can be activated with one click. Supports multi-channel cyclic calling and SMS notifications to designated contacts.
  8. Data Recording & Backup:Comprehensive storage of audio, video, and other media files; retains command messages, login/logout logs, and communication records for audit. Includes disk alarms and automatic cleanup.
  9. Security Safeguards:End-to-end encryption of signaling and media streams, anti-attack/anti-fraud measures, system firewall, and communication black/white lists.
